Atomic Energy Commission: The Atomic Energy Commission was set up in 1948 to look after atomic energy activities in the country. The functions of the Atomic Energy Commission are: 

(i) to organise research in atomic energy for peaceful purposes. 

(ii) to train atomic scientists in the country. 

(iii) to promote nuclear research in commission’s own laboratories as well as universities and research institutions in India. 

(iv) to undertake the prospect of atomic minerals in India and to extract such minerals for use on an industrial scale.

Census Commission: The Indian Census is the most credible source of information on Demography (Population characteristics), Economic Activity, Literacy and Education,. Housing & Household Amenities, Urbanisation, Fertility and Mortality, Scheduled Castes and Scheduled Tribes, Language, Religion, Migration, Disability and many other socio-cultural and demographic data since 1872. Census 2011 will be the 15th National Census of the Country. This is the only source of primary data in the village, town and ward level, it provides valuable information for the planning and formulation of policies for the Central and  State Governments and is widely used by National and International Agencies, scholars, business people, industrialists and many more.

Central Forestry Commission: In 1965, the Central Forestry Commission was set up, where Inspector General of Forests was chosen its chairman. This commission was set up for effecting technical collaboration, collection and dissemination of information on forestry. Besides these, the Commission also acts as the technical sub-Committee servicing the Central Board of Forestry. 

Central Water Commission: It is responsible for initiating and coordinating, in consultation with the State Governments, schemes for control, conversation and utilization of water resources for purposes of irrigation, navigation, and flood control throughout the country.

Election Commission: For the conduct of fair and impartial elections, Article 324 of the Constitution provides for an independent body in the form of an Election Commissioner. Its main functions are superintendence, direction and control of the preparation of the electoral rolls for and the conduct of all elections to Parliament and State Legislatures and all elections to the offices of the President and Vice President. In addition to these, the Election Commission has to: 

(i) lay down general rules for election; 

(ii) determine constituencies and to prepare electoral rolls;       

(iii) give recognition to political parties. 

(iv) allot election symbols to political parties  and individuals contesting the elections; and 

(v) appoint election tribunals to decide disputes and doubts arising as a result of an election to Parliament and State Legislatures.

Finance Commission: Under Article 280 of the Constitution, a Finance Commission is to be constituted every fifth year or at such an earlier time as the President considers necessary. The duty of  the Commission is to make recommendations to the President as to: 

(i) distribution between the Union and the States of the net proceeds of taxes which are to be divided between them and the allocation between the States themselves of the respective shares of such proceeds. 

(ii) the principle which should govern the grants-in-aid of the revenue of the states out of the Consolidated Fund of India. 

(iii) any other matter referred to the Commission by the President in the interest of sound finance. 

So far 12 Finance Commissions have been constituted.

Flood Commission: In July 1976, the National Flood Commission was constituted by the Government of India. This commission is entrusted with the task of conducting a study in depth of the present approach and programs of flood control measures and evolving a coordinated, integrated and scientific approach to the flood control problem and drawing up a national plan fixing properties.  This Commission is also known as Rashtriya Barh Ayog. 

Indo-Bangladesh Joint River Commission: To maintain liaison between India and Bangladesh in order to ensure the most effective joint efforts in maximizing the benefits from common river systems to study flood control and irrigation projects so that the water resources of the region can be utilized on an equitable basis for the mutual benefits of the people of the two countries. This commission was set up in the year 1972.

Khadi and Village Industries Commission: Established in 1957, the Khadi and Village Industries Commission (KVIC) is looking after Khadi and 26 village industries. The functions of the KVIC are to plan, organize and implement programs for the development of Khadi and village industries. The activities of the KVIC cover training of the artisans, supervisory and managerial personnel; building up of reserve of raw materials, tools, implements, and equipment and making them available to the program implementing agencies at reasonable prices. It also helps in the marketing of goods produced by Khadi and village industries.

Law Commission: The Law Commission was first constituted in 1955 and since then it has been reconstituted from time to time. Changing social and economic conditions as well as changed concepts on certain ethical issues necessitate a review of the existing laws from time to time. With this aim in view, the Law Commission in India brings the laws updated. 

Mandal Commission: It was appointed to look into the grievances of the backward classes. It submitted its report in 1980 recommending reservation for backward classes in services that remained unaccepted by the Government. The National Front of Government accepted the recommendations of the Commission for implementation on August 7,1990 and announced that 27% of the jobs in central Government and public sector undertaking will be reserved for socially and educationally backward classes of people.

National Commission to Review the working of the Constitution (NCRWC): Under the chairmanship of justice Venkitachalliah with ten other members, the Constitutional Review Commission was appointed in February 2000. On 31st March 2002, it submitted its report. It suggested changes in the electoral laws, setting up of a national judicial commission for appointing judges and election of the Prime Minister by Lok Sabha.    

Planning Commission: Planning Commission is an extra-constitutional and statutory body. It was set up in 1950 to formulate an integrated Five Year Plan for economic and social development and to act as an advisory body to the Union Government. Late on the Commission’s activities have gradually been extended over the entire sphere of the administration excluding only defense and foreign affairs, so much so, that a critic has described it as the ‘Economic Cabinet of the Country as a whole’ headed by the Prime Minister, encroaching upon the functions of constitutional bodies, such as the Finance Commission and yet not accountable to Parliament.

Space Commission: The primary aims of the Indian space program are the application of space science and technology to further national developmental objectives in mass communication and education via satellites, the survey and management of natural resources through remote sensing technology from space platforms and the development of space technology with the maximum degree of self-reliance. The organization entrusted with the realization of these aims is the Space Commission backed by the Department of Space with Bangalore being the headquarters of both.

Staff Selection Commission: The Staff Selection Commission (SSC) was set up on July, 1,1976. Earlier known as the Subordinate Services Commission, the SSC on the lines of the UPSC, was constituted for the purpose of recruitment to all class II (Group) posts and all non-technical class III (Group-C) posts in different departments of the Government of India and in subordinate offices. The commission has its headquarters in New Delhi.  

The major examinations held by the Commission are: 

(a) Combined Graduate Level (Preliminary and Main), 

(b) Combined Matric Level  (Preliminary and Main) 

(c) Section Officers (Commercial), 

(d) Investigators and 

(e) Central Police Organisation (Sub-Inspectors).   

Union Public Service Commission (UPSC): UPSC is for recruitment to civil service and posts under the Union Government. It is an independent constitutional body. The chairman and members of the Commission are appointed by the President. To ensure the independence of the Constitution debars its Chairman from future employment either under the Government of India or the Government of a state.

University Grants Commission (UGC): The UGC, set up in 1953, promotes and co-ordinates university education and determines and maintains standards of teaching, examination and research in the universities. It has the authority to enquire into the financial needs of the universities and implement development schemes. It advises on the establishment of new universities and other matters referred to it.

Venkataswami Commission: The Government of India appointed a commission of inquiry under the chairman of justice K. Venkataswami, a former judge of the Supreme Court on March 25, 2001, to prove into the ‘Tehelka. com.’ tap exposure of bribery in defense deals. Late Mr. Venkataswami resigned and Justice Mr. S.N. Phukan replaced him. 0 0 0
